What the service covers

  • Registration with the competent national authority and valuation office.
  • Export licence and customs regime for each category.
  • Origin file, a condition of the certificate required at shipment.
  • Valuation and sealing procedure before departure.

In practice

The Kimberley Process governs the international trade in rough diamonds: each shipment between participating countries travels with a certificate issued by the national authority, in a sealed parcel. Coloured stones fall outside it, but their export follows the country's customs and mining rules. Valuation by the national office sets the value used for export duties. On arrival, buyers ask for the same traceability as customs at departure. The Kimberley certificate travels with each parcel of rough diamonds to the country of arrival, which confirms receipt to the authority of origin; coloured stones follow ordinary customs rules. The Kimberley Process brings together some sixty participants covering eighty-six countries, the European Union counting as one; it governs rough diamonds only, under customs headings 7102.10, 7102.21 and 7102.31, a polished diamond needing no certificate.

Framework and documents

Guinea and Sierra Leone take part in the Kimberley Process; the certificate is issued there by the national authority, in Guinea after valuation by the Bureau national d'expertise (BNE). Documents usually requested: articles of the local company, proof of origin of the stones, purchase invoices, customs documents. Rough diamonds travel in sealed, tamper-resistant parcels, each with its own numbered certificate.

Recorded on 1 October 2026; to be checked for each file.

What we tell you before we start

!

Rough diamonds fall under the Kimberley Process: no lawful shipment without a certificate, and no certificate without established origin. We do not build files whose origin is merely declared.
