In practice
Tax residence is decided first by the law of the state you leave, then by that of the state you move to. The usual tests are your home, where you mainly stay, your activity and the centre of your economic interests; a tax treaty settles the case when two states both claim you. A residence permit is not enough: you must also stop being resident where you were, which is shown by facts — housing, family, activity. The tax residence certificate is the document banks and authorities ask for most often.
